I do agree that at some time they all supported XMPP (I presented some
quick research in this matter on [1]).

In my opinion I also think that this is somewhat challenging, precisely
if people keep fostering already-big instances. Initiatives like [2] and
[3] can work only if they have a way to randomly suggest small instances
instead and provide visible warnings against selecting the big ones (I
have sent the suggestion already, see [4]).

The choice of license for the *implementations* of the standards doesn't
help as it can be sometimes circumvented by making another implementation.
