-release option (and a 1.5.1 release)

On NetBSD we current have library_names_spec set to include 
${libname}${release}${shared_ext}. This is afaict unnecessary and means that 
NetBSD is different to other platforms for no real reason.

Please apply the attached patches for HEAD and it backported to branch-1-5. 
The reason I'm adding a backport of the patch is that I'd very much like to 
see a 1.5.1 release. Is this likely to happen?
