That's a good idea.  I'd like to get some version of 77 committed first, and
then fix libtoolize --ltdl so we have a complete feature set for 1.6.  If you
can get the tag changes in between the two that would be great.

I like this too.  That way, our own configure.ac can simply use all-languages
with no need to change it every time we add a new tag.
