Gitorious has no in-built issue tracker.  I think the normal thing is to 
integrate it with a project-specific Trac instance.  Redmine can also be 
integrated with it AFAIK.

I am surprised that Savannah doesn't already have a nice pull submission and 
review management system already in place.  It's something they should implement.
