The OS shouldn't matter for LilyDev, I used LilyDev in a VM for years on
Linux because it was easier to keep my work system clean from all the
'stuff' that is needed by LilyPond to compile and test patches. Also not
all other Linux OS have nice 'build-dep' installs - OpenSuse for one I
am finding out - so LilyDev is very convenient for those users too.

I'd suggest that if you are not using the appropriate OTF enabled
package from teh repos, that you create the .fonts dir and put them
there for LilyDev4 so that all users get a the directory with them
easily installed and don't have  to worry about the switch with configure.
