I just updated VERSION. The doc upload (if it didn't happen yet) looks
like requiring special permissions so I'll just wait for you to ...
Wait. This is a trick. Why would I be looking at the instructions for
version 2.13?
Ill leave the Email notice to info-lilypond to you. That's likely the
only thing remaining.
