It' just an annoying interactive clicky windows-like way to help
the keyboard-phobic to:
* look for new upgrades
* solve dependencies for selected tarballs
* download tarballs, check size and md5sums
* remove previous tarball contents for upgraded or removed tarballs
* untar new tarball
* run /etc/postinstall/*sh scripts
but it does this quite well, and also some extra stuff.
You might also want to look at cygcheck.exe
