Nope. For example, last night my church choir was singing a song in
6/8 that had a measure with only 4 beats for the singers, i.e. we were
singing 2 beats while the organist was playing three beats. As Jan
indicated, this sort of duplet is fairly common, at least in the vocal
music I sing.
