Unlikely. It's used for detached bowing (check out all the variations
in
<URL:https://en.wikipedia.org/wiki/Playing_the_violin#Bowing_techniques>
for what one can do with the bow).
Now the chords there are actually not playable on a violin where this
notation of staccato in one bow direction originates.
The tuning suggests rather a guitar or something. For which bowing
directions don't make a lot of sense.
A viol would be another possibility, but that is probably not what
Diabelli had been writing for.
