The main answer to the original question is: yes, this is a good idea and the general approach.

Depending on your OS and editing environment there are different options to make your "library" globally available.

Technically, it doesn't matter which extension you use. Both types work with \include, but in the docs it does say that ".ily" files are supposed to be the "included" files, so that's the one I tend to use for things like this.
