Similar with \override and \set . It would be nice to turn them into
some kind of music function, but so far I've come up short with ideas
for sensible implementation semantics.
\tempo has the additional complication that both
\tempo "Allegro"
and
\tempo "Allegro" 4 = 90
are valid commands.
