I 've just uploaded a windows binary for the msx264 plugin:

Indeed x264 has finally integrated support for H264 multi-slicing, which
is very important for video over IP. The consequence is that the
linphone.org 's forked version of x264 is no more needed. This is a very
good news.
Also x264 changed some importants behaviours of its api, so some changes
were also required inside the plugin.
I uploaded msx264-1.3.0 in the download page:

It works with linphone-3.2.1 .
