This is certainly not a bug in Linphone. It seems that your push notifications settings are not correct or something like that. For details better you share the logs specially during the push notifications

If the app is installed and registered on the SIP server correctly and the app is open on the screen, then everything works as expected.

If the app is not on the screen even with the background mode set on Android and Push Notification set on iPhone & Android, then the phone doesn't ring or notify of the call.
