The nanorc.sample file is a sort of repository. If you have rules for a
new type of file, send them in, and hopefully they will get in the next
version. (But I agree it could be faster and easier to send in new
rules.)

I.e., downloading color rules automatically? That sounds too complicated
to me.

Definitely. The coloring is currently very naive. Multi-line syntaxes in
particular should get lots faster.
