Follow-up Comment #19, bug #62847 (project octave):

This is getting more and more mysterious. The changeset that you backed out
wasn't part of 7.1.90 afaict. I wonder why backing it out now on the default
branch helps...

I guess for the time being we probably need to accept that something is going
on "behind the scenes" that we currently don't understand. Maybe we can try to
come back to this when we figured out what is happening. Ideally, I would be
able to reproduce and try with different Windows API functions how to best
tackle with this.
