Update of bug #60818 (project octave):

                  Status:         Patch Submitted => Ready For Test         
                 Summary: delaunayn - 2D code path vectorization doesn't match
nD algorithm => delaunayn - low performance loop used for >3D code path

Follow-up Comment #54:

realized i let this sit for some time. I've refreshed the patch, made a few
minor tweaks and format corrections, added some input validation and BISTS,
and updated NEWS.md.8. passes all tests and a make check, so doesn't seem to
break the few other functions that call it.

again, this takes care of the initial bug, and low hanging fruit for
performance improvement.  since it's more than just a bugfix, pushed to
default for v8 as https://hg.savannah.gnu.org/hgweb/octave/rev/bf8f33249e86

will retitle and point bug #53942 here for future work on >3D path performance
and memory use improvement.

Marking as Ready for Test.
