Follow-up Comment #18, bug #61393 (project octave):

WRT the missing `gzopen gzclose gzgets` at link time as from your

In principle -lz shall be detected by the configure and if not present, not
used 
in the configure-time generated librsb-config.
Otherwise `librsb-config   --libs --extra_libs` is meant to spit out -lz if
necessary.
I hope that works, so you may spare from hardcoding it in 
 https://hg.octave.org/mxe-octave/rev/86edd6018826  (referring to `libs="-lrsb
-lz"`).
