Added the "%!test" line -- indeed, thx.

https://salsa.debian.org/science-team/librsb  -- but that is a copy from the
tarballs.
If I get to share librsb's repo I let you know.

I don't use Windows so I can only help indirectly with librsb there. Getting 
librsb/Makefile and librsb/librsbpp/Makefile can be useful to me here.

The two lines on

seem link lines to me (-o rsbtt).

On another line, `rsbtt` is a test program and thus inessential.
Another workaround can be configuring top level librsb with --disable-programs
and see if we get the librsbpp/librsbpp.la component properly there.
