Follow-up Comment #34, bug #63437 (project octave):

Instead of displaying the wizard when the file doesn't exist, it displays it
unless the new "global_skip_welcome_wizard" setting is true.  (Maybe I should
drop the "global_" prefix from the key name?)  Anyway, if it is not present,
it defaults to false.  Old settings files won't have it, so you will see the
welcome wizard one extra time when upgrading.  I don't see the harm, but we
could also try harder to avoid that if it seems important.

I'm not sure what I did to break the icons.  I see the issue now, but seemed
to be working for me when I was making that part of my changes.
