When running the `post-install.bat` script from MXE Octave with a 32-bit
build, it takes very long updating the distributor keys and ultimately fails
to do so for all of them.
The messages that are appearing in the command window during that time look
similar to the following:

gpg: connecting dirmngr at '/etc/pacman.d/gnupg/S.dirmngr' failed: IPC connect
c
all failed
gpg: error retrieving 'alexpux@gmail.com' via WKD: No dirmngr
gpg: error reading key: No dirmngr
gpg: connecting dirmngr at '/etc/pacman.d/gnupg/S.dirmngr' failed: IPC connect
c
all failed
gpg: keyserver refresh failed: No dirmngr
==> ERROR: Could not update key: 5F92EFC1A47D45A1


Are we missing some dependency for this to work correctly?
