Follow-up Comment #3, bug #61978 (project octave):

I encountered this issue when updating ffmpeg in Octave Online. For the time
being, there is a "compat-ffmpeg4-devel" RPM package that continues to work
with the video package:

However, I don't know how many more releases compat-ffmpeg4-devel will be
available, so migrating to ffmpeg5 is the only long-term solution. There are
some other projects using ffmpeg that have migrated; here is one that was
having similar compile errors to the video package:
