At every start of gnu octave, have the issue described in detail here:
https://octave.discourse.group/t/command-window-background-color-can-change-it/3941/2

As temporary solution: just clear window (with right-click on that blue
background, or “ctrl-L”).
Although at next start, it’s same issue. 
Bug not present in the CLI version.
