Follow-up Comment #2, bug #63809 (project octave):

I have the same issue too.
I have tried versions 6.4.0 - 7.3.0, The same issue appears regardless the
version.
But I can run the latest verson of Octave installed with pacman package
manager in MSYS2 environment, for instance.

My PC config:
Windows 10 Pro 22H2 Build 19045.2604
Intel Core i7-8565U CPU
Intel UHD Graphics 620
Lenovo ThinkPad T490s
