Follow-up Comment #42, bug #63930 (project octave): This solves the reported problem and is probably good enough for 8.x release. But the whole encoding issue remains buggy (e.g. saving and loading a char array that contains non-utf-8 chars results in conversion of this array to utf-8 and thus increasing it size). So we should advise people os trying to stick to UTF-8 encoding everywhere.
