Follow-up Comment #74, bug #63930 (project octave):

I pushed two changes to the stable branch that implement the
`HAVE_LLVM_LIBCXX` feature test for configure and makes the encoding
conversion for streams opened with `fopen` conditional on it:

Let's see how that place out on the macOS runners.
If the corresponding tests pass, I think this is about all we should do to fix
this on the stable branch.

If we want this to work independent of the used STL, we'd probably need a
re-design of how the encoding conversion is currently implemented keeping the
resolution for the defect report mentioned in comment #63 in mind.
But it'd probably be better to track that in a separate report.
