Follow-up Comment #1:

That looks like that could be an issue with your graphics card driver.
Try to update to a newer version. If updated drivers are no longer available
for Windows 7, consider updating to an OS that is still maintained.
As work-around, you could try to switch to Software OpenGL using the "OpenGL
Switcher" from Octave's start menu group.
