Follow-up Comment #9, bug #64251 (project octave):

It looks like the doc build rules create executable files of each function
help text to extract it and then build the texinfo file using a perl script
that will be used by makeinfo.

Looking at the generated texi file, the cause of the XREF errors is that it is
missing anchor tags after being generated, whereas in linux it does it
correctly.

You can skip the package install part but opening the bashshell in windows
from the installer and untaring the package, going to the src directory and
running ./configure and then make.
