Follow-up Comment #14:

I checked in a change so that Octave produces NaN for scalar input
(http://hg.savannah.gnu.org/hgweb/octave/rev/1e760618ae06).  This is
Matlab-compatible and also solves the issue that scalars were not subject to
input validation.

I'm going to call this bug Fixed and close the report.
