My system: Windows 10, 22H2
Octave versions 7.3 and 8.2

When installing Octave in a path which contains an umlaut, such as
"C:\Täst\", there are always loads of package warnings when launching Octave
or when loading packages. Two examples:

warning: load_path:
C:\Täst\Octave-7.3.0\mingw64\lib\octave\packages\audio-2.0.5\x86_64-w64-mingw32-api-v57:
No such file or directory
warning: load_path:
C:\Täst\Octave-7.3.0\mingw64\share\octave\packages\audio-2.0.5: No such file
or directory
...

The packages are apparently loaded without problems, though. However, the
command window is littered with warnings.

For reproducing this it is sufficient to install Octave in such a path and
launching it, without any further configuration changes.
