Follow-up Comment #4, bug #64678 (project octave):
Found out was just a simple issue with the security properties of the GNU
Octave folder. I changed these to include Full Control, Modify, and Write.
Executed 'pkg load mapping' without the issue I posted about earlier. Tested
by executing 'help shaperead' and the help text displayed.
