Since more detail was requested. Execution of pkg list or ver (which invokes
same) would halt typing at some random point of reporting the package list,
not always the same place and then just hang. 

Octave  path
 C:\Program Files\Gnu Octave\Octave-8.3

That's about all I know. The installation was the standard 64 bit windows
build w/o the alternative library for huge arrays.

Success!! After 4 attempts at deleting and reinstalling it finally gets past
this problem at least. I suppose this suggests something screwball in my win11
installation although it is pretty standard with only the MS telemetry
(spyware) suppressed. 

Someone asked about windows terminal as a default. I don't know. For acessing
linux etc. systems on the net I use Putty. I do notice that invocation of
Octave-8.3 brings up a term type window that exactly mirrors the command
window in the GUI. I have never seen this it certainly doesn't happen with 8.2
or prior versions.
What is the point of this?

At any rate I am willing to blame it all on faulty installs but am puzzled why
it took so many attempts (4) to get one to take as I have never encountered
any such problem before and had no issues with 8.2 and prior.
