Follow-up Comment #3, bug #64933 (project octave):

Agreed.
So, in your example, does `(Get-Item \\"%s\\").LastWriteTime` set the time in
the current time zone? Or does it set it as a "universal" time? Same for
`Get-Date` on the right hand side: Current time zone or "universal" time?

Which one is correct `stat` with filename? Or `stat` with file id?
