Follow-up Comment #2, bug #64977 (project octave):

I don't think we can do option 1 in a dot release (i.e., after the release of
Octave 9 and packagers potentially reporting issues). It would likely affect
the API which distributors don't like to happen in a dot-release. 
We'd probably need to either try and fix those potential issues (in that
experimental and so far mostly unreviewed part of the code) or follow up with
Octave 10.

Imho, option 0 is the most risky one.
