Follow-up Comment #2, bug #64982 (project octave):

You can download a language file (*.ts) via web from
[http://hg.savannah.gnu.org/hgweb/octave/file/84bd22512a0f/libgui/languages
this location]. After having selected a file, you have to select "raw" in the
left navigation in order to download the displayed file.

You can also clone the repository and change into the directory of the
language files by

hg clone hg clone https://hg.savannah.gnu.org/hgweb/octave/
cd octave/libgui/languages
