Building the translation files is only partially automated by the scripts in
libgui/languages/build_ts. In order for these scripts to work correctly the
OCTAVE_(BEGIN|END)_NAMESPACE macros must be expanded before the scripts in the
build_ts directory are called.
For the 9.1 release I did this manually in a temporary directory. However,
Octave should have a permanent solution.
jwe has suggested creating a set of Makefile rules to do this.
Torsten has suggested copying libgui/ to a temporary directory, expanding the
macros there, and then running Qt scripts.
