>From where did you download octave? There is nothing within octave itself that
will try to start any process to download another program like TikTok. Other
download websites have been known to wrap installers with their own programs
that try to piggyback other software or malware on top of the intended
program. This could also be a separate malware instance on your machine.  

I would recommend uninstalling octave completely. Ensure that all files have
been deleted. Then if your system seems normal, download a clean copy from
https://octave.org/download

After installing that please let us know if problems continue.
