Follow-up Comment #4, bug#65153 (group octave):

FIY, I tested with an official 5.2.0 release I had in a corner of an hard
disk. With 5.2.0 it works as expected.

If memory serves me around that time there was another bug laying around which
prevented the ~ placeholder from propagating to inner functions, i.e. in some
way the opposite of the problem we see here. May be it's related.
