Follow-up Comment #8, bug#65205 (group octave):

8.2.0 win 10 64x. 

I uploaded a sample file (zoom.ofig).  I don't know if the following
observations are what you expected the software should do.  Thanks.  

(1) Use zoom to define a rectangle to enclose only the circle. The resulting
display includes part of the cylinder and part of the circle. (see
zoom_in.ofig)

(2) Use mouse center roller to zoom in/out, continue from (1).  The displayed
x,y axes change accordingly but z coordinate range does not.  

z range did not change for both (1) and (2).
