Follow-up Comment #1:

This sounds more like an issue with your operating system rather than Octave. 
For what it's worth, I can compile Octave from source with Kubuntu 22.04 and I
don't have libproto.h anywhere in my hard drive.

You could try uploading the configuration logs, there might be a clue there. 
Also, try 'make V=1 -j1' and post what the error is.
