Update of bug#47185 (group octave):

                 Summary: Improved code attached for quiver3 and __quiver__ ,
making arrowheads actually visible:  => quiver3 should produce arrowheads with
improved, rotation-insensitive visibility

Follow-up Comment #4:

stumbled on this old report. recategorizing as a lower priority wishlist item.
 The idea has some merit, although none of the demonstration graphics links
remain functional. 

Note that there are other longstanding bugs that also relate to quiver head
size and visibility (see bug #52272 and bug #53187) that might or might not
interact with this proposed option.  

I think to maintain compatibility, avoid reworking existing quiver arrow
BISTs, and avoid a default plotting slowdown if implemented it would best be
done as a plot option similar to "filled".  Perhaps a named "3dheads" option
that changes the head plotting style to the one suggested with the code
snippets in comment #3.
