Follow-up Comment #2, bug #65511 (group octave):

Yes.

1) Install, or re-install Octave using Homebrew (on Intel MacBook Pro)

2) Execute Octave --gui

3) Double click to open an existing .m file (that has plot functions in it to
create graphics entities, though I now realize this aspect does not matter.)

4) The following error appears in the "Command Window":
> emacs: Could not open file: /dev/tty

Also, the editor window looks odd... It is all gray with no white panel. 
Cannot type anything into the editor window.

The command window seems to work OK.  I can enter & execute commands one line
at a time.

I have been running various versions of Octave for several years, and this is
a new situation for me.  I cannot figure out where to look.  Tried to go back
to an earlier version, but the Homebrew Octave version @8.3 exhibits similar
conditions.
