As far as i remember SW driver was default prior to 7.1 release. 
During the 7.1 release there were issues with SW driver

I remember there were other threads, but cannot find them on discorse, perhaps
they were on bug list) which made Markus to switch to HW driver by default
since the issues with SW were deemed more severe (like octave crashing vs plot
not showing). 

For the record -- I think we should make SW driver the default
and keep SW/HW switcher as a backup option.
