This is the mailing list for discussion of Octave development. Your
question is probably best directed at the Fedora package maintainers, if
you are asking about the EPEL repositories.
However, I believe the policy for the EPEL repositories is to avoid
major updates once a package has been added. So if EPEL 7 has octave
3.8, then it will remain 3.8 forever.
Others may have unsupported backports for RHEL / CentOS, and others may
be willing to work with you to develop a solution.
