Msys itsef is updating (Final date 2016-11 ?).
However, many developer of Unixy software for windows move to Msys2 from msys.
The gnuplot for windows now uses Msys2+MinGW64 and msysgit uses now Msys2.
Msys2 project is much active than that of Msys.
I think that octave project is better to move from msys to msys2.
