My mistake, libgmime-3.0-dev is in the Ubuntu 18 repository and when
installed Pan 0.150 compiled fine and works properly with NNTP but not
SSL  SSL is not important to me so I will not bother trying to fix that 
until
upgrading Ubuntu on this machine.
