I think that Fedora decided to orphan Pan a while ago because the
maintainer stopped maintaining it.

I have been able to get it working on Fedora 40 up to pan-0.158, I
build rpms locally from source using the Fedora .spec files slightly
tweaked.

Things have broken with pan-0.159 and pan-0.160, I think mostly because
of the change from autotools to cmake. I have been working on pan-0.160
today but I can't get it working yet.

If you would like the installable pan-0.158 rpms for Fedora 40 x86_64
then I can email them to you. You're looking at about 10.5MB
including the debug rpms, so when encoded for email maybe 16-18MB.
