sorry, I got you wrong the first time.

I had a look on www.fsfeurope.org. There
is a Fiduciary Licence Agreement (FLA)
[http://www.fsfeurope.org/projects/fla/FLA-1.0.en.pdf]
for citizen of Europe.
Probusiness would agree to sign this
licence agreement for the phpGroupware.
