iirc, the cat system only allows one cat per app and no two users can use the 
same
cat name

so if user one makes a cat "work" and makes it private to user2, they can't see 
it
and they cannot make a cat by that name either

There is also talk about extending the acl into the category system

perhaps more discussion and a better, group derived model could handle all the
issues at once?

feel like coming up with a draft proposal?
