a properly configured safe mode, with base dir restrictions that allow for at
least one folder outside the web root, will allow this to work.  The problem
with safe mode is that most providers just turn it on and don't actually to
bother with configuring it, or even learning what it does as opposed to safe
mode off.  Lucky for them php's internal defaults have strict settings so by
not learning they aren't opening up security holes.
