huge amounts of php3 compatiable code.

This is a nice idea. I would actually take it a few steps further.
Lets make it more business focused. Developers can propose features
they would like to code for the project, but are contrained by other
commitments, but if funds were available they would be able to do it.
Then we actively seek sponsorship of the feature. The other thing is
people seeking features can post a RFE and indicate if they are willing
to discuss funding such a feature.

Again this gets back to resources. Of the 206 around 20% are mine.
When will I have time to fix them? How long is piece of string,
unfortunately the reality is that fixing bugs, providing support and
keep things ticking over doesn't pay the bills.

I agree, but also a child grows up, which I think phpGW has to do too.
We need to decide what for phpGW is going to become, and I hope this
discussion allows that to happen.

Docs are desperately needed. Not just developer docs, but something for
our end users.

Now comes the question, what resources are you willing to commit to this
plan? I hear a lot of great ideas from people, but ideas don't become
apps by themselves ;)
